Case Study - Computerised Test System

Revamping Legacy Computerized Test System for an East Coast Based Government Administrative Agency

Business Need

The legacy online computerized test system for examinations consisted of two interconnected components:

  • The Examiner, responsible for facilitating exam development and preparation for citywide Multiple-Choice (MC) Examinations.
  • The Test-Taker, responsible for administering exams created using the Examiner to registered candidates.


The primary objective of this project was to replace both components, extending the transformation across various exam types and integrating with the “MC Exams via the Internet” initiative. This comprehensive overhaul aimed to enhance flexibility in exam management by consolidating testing centres and online locations, seamlessly integrating with the applicant exams portal.

CGS Role

Team CGS, a collaboration between CGS Technology Associates Inc. and an SI partner, led by CGS, spearheaded the replacement of the outdated Online Testing Platform and the need for functional improvements and enhanced integration.

We proposed a robust technical solution introducing features like Exam Anywhere, Exam Continuity, and Exam Pre-Flight, prioritizing secure and simplified user experiences. Leveraging Microsoft technologies such as .NET and Dynamics CRM, they engineered a forward-thinking platform with AI integration and streamlined rescoring processes. The architectural design incorporated Dynamics 365 Power BI for reporting, web service-based integrations, role-based access controls, and a scalable three-tier structure. Adherence to ADA compliance standards was integral, particularly for public application functions.

Benefits of the Computerised Test System

The modernized system delivered the following advantages to the client:

  • Enhanced Agency Performance: Through the replacement of outdated systems and manual processes, the platform introduced enhanced transparency in transactions, reporting, and auditing. Additionally, the agency benefited from heightened security due to the digital storage of exam data, test-taker details, marks, and results.
  • Improved Productivity: The platform led to improved turnaround times for scheduled exams and streamlined various post-exam activities through the utilization of a centralized system.
  • Heightened Operational Efficiency: The adoption of new technology and system enhancements resulted in increased operational efficiency. Notably, the platform facilitated protest review sessions and test validation boards within the system itself, replacing the current paper-based processes.

This successful transformation underscores the CGS’ potential and capabilities in enhancing operational frameworks and service delivery within governmental organizations. The project serves as a benchmark for leveraging technology to revolutionize critical systems, ensuring efficiency, and adaptability to modern demands.
